Nedávno jsem měl tu čest podepsat dokumenty, na jejichž základě nyní Česká republika zastupuje zájmy Spojených států v Sýrii.
Pokud se Spojené státy chtějí diplomaticky angažovat v zemi, se kterou neudržují oficiální vztahy, mohou si v ní otevřít svou kancelář na zastupitelském úřadě spřáteleného státu. V případě Damašku jsme naše velvyslanectví zavřeli po usilovné práci tamního amerického velvyslance Forda a jeho kolegů, kteří podporovali místní pro-demokratické skupiny. Česká republika však naštěstí pro nás dokázala udržet svou ambasádu v Sýrii otevřenou a česká vláda nám nabídla své služby. Poté následovala diskuze o detailech spolupráce a 10. srpna jsem už mohl podepsat oficiální memorandum o zastupování zájmů USA v Sýrii Českou republikou. Náměstek českého ministra zahraničí Vladimír Galuška dokument podepsal za českou stranu.
Českému národu bych chtěl poděkovat za to, že naší zemi nabídl tuto cennou pomoc. Češi prokazují svou odvahu a odhodlání tím, že jejich velvyslanectví zůstává v Sýrii otevřené i v této těžké a nebezpečné době. Dohoda o zastupování je nejnovějším příkladem v bohaté historii spolupráce mezi českou a americkou vládou – nejen v Sýrii, ale i v Afghánistánu, na Kubě, v Barmě, na Balkánu, v Bělorusku a vůbec tam, kde bylo nebo je třeba podpořit lidská práva. Snad přijde brzy den, kdy budeme opět moci naše velvyslanectví v Sýrii zprovoznit, nikdy ale nezapomene, jak tam Češi nám a našim krajanům v ponuré a nebezpečné době pomohli (více zde).
Thanking the Czech Republic for its Help in Syria
I recently had the honor of signing the documentation establishing the Czech Republic as the official “protecting power” of the United States in Syria (more here).
When the United States needs to engage in diplomatic activity in a country with which it has no diplomatic relations, it may open an Interests Section in the embassy of a friendly country. That friendly country is called the protecting power. In the case of Damascus, we had closed our Embassy after great work encouraging pro-democracy elements by my friend Ambassador Ford and his colleagues. Fortunately for us, the Czech Republic has managed to keep its embassy in Syria open and the Czech government offered to host our Interests Section. After a period of discussion over the details I was able to sign the official memorandum recognizing the Czech Republic as the protecting power on August 10. Deputy Minister of Foreign Affairs Vladimír Galuška signed for the Czech government.
I want to thank the Czech people for offering this valuable assistance to our country. The Czechs are showing courage and tenacity in keeping their embassy in Syria open through a period of great hardship and danger. This agreement is only the latest chapter in a rich history of cooperation between the Czech and American governments -- in Syria, but also Afghanistan, Cuba, Burma, the Balkans, Belarus and elsewhere where human rights were or are in need of help. Hopefully the day will come soon when we can reopen our embassy in Syria, but we will never forget how the Czechs helped us and our compatriots in Syria through a dark and dangerous period.
